I didn't look at the sites you suggested, but would like to suggest precast concrete steps. They are available at most lumber or masonry supply stores. Three and a half feet is 42" (about) and the standard step risers are 7 1/2"- 8", so that would be a cast step of 4-risers, and 4-12" treads. 8" from deck to first tread, down three more treads, then 8" to walkway. (sidewalk) 5 x 8" = 40"

I disagree with the 2nd answer on the effect of gravity. For neutral buoyancy the balloon must displace a mass of atmosphere equal to its own mass (which includes the payload), analogously to a submarine. The 2nd answer correctly states that the helium and atmospheric densities (and thus, I say, the masses of the helium in the balloon and the equal displaced volume of atmosphere) are proportional to their molecular weights. This means that, regardless of pressure and temperature, the balloon gas can lift a mass equal to the mass difference Δm of the two equal volumes, and the lift force is proportional to Δm*g. This cancels the effect of g on payload weight.
So a constant mass of helium lifts a constant mass in an atmosphere of given composition under any g, temperature and pressure conditions. (The independence of pressure is why weather balloons keep ascending until they burst.) But the atmospheric pressure determines the size of the balloon needed to contain the helium mass. So the Mars balloon is much larger than the Venus balloon. (Atmospheric pressure ratio Pv/Pm is ~10000.) Since the pressure of Earth's atmosphere is 100 * that of Mars and ~0.01 * that of Venus (ref.), we don't need to do the MW comparison between CO2 and air to conclude that the Earth balloon is middle-sized. But the MW comparison does tell us that the amount of helium needed in the Earth balloon must be increased by a factor of (44-4)/(29-4) or 1.6.
the ring half (halves) IS the ring. Literally just half of your ring, when it's open the rings are split into halves. The site is referring to one of the halves…when both halves are together it makes up your complete ring. Your binder has 6 ring halves…when shut then you have 3 whole rings. Make sense?

You want to use a cement mortar, basically portland cement, sand and water. You can buy it by the bag or mix it yourself (I suggest buying by the bag). Since the metal lathe is already in place, your next step is the scratch coat. Mix the mortar in a wheelbarrow with the consistency of a thick milkshake and spread it over the lathe. Let it set up till firm then scratch the surface with the notched edge of the trowel. Let set overnight.
When applying the cultured stone, mix the mortar to the same thick milkshake-like consistency, butter the back of the stone, press firmly into the scratch coat and hold it a few moments, give it a final twist back and forth and remove your hand slowly. If the stone falls, the mortar is too thick, add a little water and try again. After the first few courses, you will see what kind of consistency works best. This is going to be messy, so cover any areas you don't want mortar on, with a tarp. And keep a stiff bristle brush handy to clean off the stones you've already laid (after they have set up sufficiently).
My suggestion is to do a small 5'x5' area first, let everything set up for a day or two, see how it turns out, then decide if you want to continue yourself or hire someone else.
